Responsible for the design and functional specifications of assigned code deliverables per approved user-stories/business/functional requirements documentation.

Responsible for the development, unit/integration testing, QA test support and post deployment support of all departmental code deliverables/releases
Provide recommendations with regard to the selection/implementation of development tools, application frameworks, development / SDLC methodologies for specific projects/programs.
Responsible for resource planning and allocation to meet projects/programs goals and direction.
Identify and make recommendations with regard to appropriate development team skills and technology.
Provide recommendations with regard to need/usage of internal/external resource allocation to meet organizational project needs and goals.
Provide mitigation strategies for staff direction/alignment as an expedient of resource demand vs. capacity challenges
Guides/mentors team members in developmental efforts/issue resolution and provides appropriate feedback of same to management
Provides thought leadership and managerial courage through presentation of holistic solutions and assertion/evangelization of same to our internal customers/colleagues/management
Challenges/mentors team through delegation of lead/design tasks as an expedient to evolving resources with increased/improved autonomy and individual investment in project/program success ownership
Identify and make recommendations with regard to next generation tools and applications to support understood business direction and current systems inadequacies.
Provide subject matter expertise to responsible business sponsor(s) and project teams with respect to systems capabilities and design.
Ensure proper adherence to software code version management and fundamental coding practices. Make recommendations and justifications with regard to any non-standard software/tools use.
Provide recommendations and planning/execution on core system(s) management via upgrade and replacement strategies.
Support the annual budgeting cycle via scope and size estimates per information provided from business customers
Provide evaluation /recommendation of products and technologies on an as needed basis.




Bachelor’s degree in CS, CIS, or related field, or equivalent experience, required.
Minimum 5 -7 years lead development experience including design, build and test of complex systems. Ability to design, create and deploy custom ground up applications to support legacy and new environments.
Proven track record of delivering systems in timely manner, within budget and with quality of service that meet or exceed the expectations of management and customers
Relevant business acumen for industry and functions being supported.
Thorough and working knowledge of Systems Development Life Cycle (SDLC) and its components and relevant framework implementations (Agile/Scrum/Waterfall).
JEE environment (JSP, EJB) knowledge and experience.
Oracle and/or major relational DB knowledge and experience
Tibco (BW/BPM/BE) knowledge and experience
Advanced problem solving/resolution management skills.
Ability to understand and manage diverse and complex technology
Extensive provisioning and OSS knowledge and experience
Advanced systemic workflow/message bus experience
Ability to organize and plan complex initiatives across various development platforms and system touch points.
Effective business interaction and communication with senior and executive business management.
Adept in overseeing vendor and interdepartmental requirements and needs.
Flexibility to deal with changing environments due to market conditions and business needs.
Leadership and vision to motivate, mentor and direct technical staff in the delivery of mission critical systems to drive acquisition/revenue and operational cost reduction.
Effective communication on vision, direction and status
Coordination of various inter-departmental values
